Sri Lanka: Vocational Training Best Practices
All documents are in English, and some in Sinhala and Tamil. The Vocational Training sector is undergoing significant reforms in Sri Lanka. In light of these reforms and the changing country context (post-tsunami, post conflict), improved coordination and an integrated approach will promote effective and sustainable VT and skills development nationwide. Recommended principles, methodologies and best practices have been proposed through multi-stakeholder discussions to achieve this goal. Three main principles underpin effectiveness: Equitable access: regardless of gender, geography, language, physical ability, economic situation, etc and systemic issues such as locations of the training centre, types of trainings or trades offered. Employment oriented: the skill acquired as a result of vocational training has to provide an economic alternative and/or livelihood options available in the market; job opportunities requiring the skills are available in the formal, informal or non formal sectors, including other forms of income generation at household level. This necessitates an acceptance that VT is dynamic and constantly changing in response to the labour market. Holistic skills development: all vocational training courses include not just VT skills but life-skills, business skills, entrepreneurship, language, gender-equality and other related skills to enable the person to compete in the job market The resources provided here have been developed through WUSCs 20 years of experience working in the Sri Lanka VT sector; and are viewed to be models or 'Best Practices' which support quality, employment oriented and gender sensitive VT programming.
